Applying for a Marriage License in Cebu City, PH has never been easy as I’m going to share to you the requirements and procedures on how to get it. Are you OR your partner a registered voter in Cebu City? If so, continue reading. If not, I’m afraid this won’t help you since you can only apply for a Marriage License to wherever City you are registered, also, requirements vary from city to city.
Below are the requirements for applying Marriage License in Cebu City and how to get it:
1. PMC SEMINAR CERTIFICATE (Pre-Marriage Counseling)- You can actually schedule your seminar even before you have completed your requirements. Just go to City Civil Registrar building, 2nd Floor and line up to the Marriage License Application table assisted by Ms. Arlene Basalo. You will be given a check list of these requirements mentioned below and will be advised to pay ₱100 at the Cashier (ground floor of the building) in order to schedule your seminar.

While waiting for your scheduled seminar, you can spend the days completing these requirements;
2. CENOMAR (CERTIFICATION OF NO MARRIAGE) – This is to certify if the person is single or married.
You can get this at Philippine Statistics Authority located at the ground floor level of Gaisano Capital in Colon St, Cebu City. You can also request for this online at https://www.psaserbilis.com.ph/ and will be delivered to your door step for your convenience in 3 to 7 days. ** Also prepare 2 photocopies
3. BIRTH CERTIFICATE (Local, NSO, PSA) – You can also get your birth certificate at the Philippine Statistics Authority or order online at https://www.psaserbilis.com.ph/ and will be delivered to your door step for your convenience in 3 to 7 days. ** Also prepare 2 photocopies
4. AT LEAST 2 VALID IDs – This is strictly required. If you don’t have a valid ID yet, the easiest ID you can apply for is the TIN from Bureau of Internal Revenue office, they will give it to you in only 5 days. Other government IDs will take you time but if you’re in a hurry of your application, you can get an NBI Clearance as your secondary ID. The NBI Clearance should be the newly released document and not expired. ** Also prepare 2 photocopies

A. Archbishop Reyes Ave, Cebu City, Cebu
B. Philwood, 82 Natalio B. Bacalso Ave, Cebu City, 6000 Cebu

5. CEDULA (Community Tax Certificate) – You will get this at Cebu City Hall for ₱70.00 for each applicant stating the purpose is for Marriage License application, located at No. 1 Dr. Jose P. Rizal St, Cebu City, Cebu. In front of Magellan’s Cross. ** Also prepare 2 photocopies
6. BARANGAY CLEARANCE – You can get this at your Barangay Hall where you are currently residing. Before going there, you need to prepare 1 valid ID and your CEDULA if you are a registered voter in your barangay. If you are only renting, also prepare a certification of residency from your Landlord/Landlady stating the number of years you have lived in the area. ** Also prepare 2 photocopies
Once your requirements are complete, you need to bring all of these with you on the day of your seminar so you can submit it right after and just wait for 10 days for the release of your Marriage License. The marriage license can only be used within 3 months.
These requirements are only applicable to couples who are both Filipinos aged 25 years old and above. If you are only 18-24 years old, below are the additional requirements you need to comply;
1. PERSONAL APPEARANCE OF THE PARENTS – Parents are required to accompany the applicants and bring 1 Valid ID. ** Also prepare 2 photocopies
2. ACCOMPLISHED PARENTAL CONSENT (18-21 years old) – This will be verified and done at the Civil Registrar.
3. PARENTAL ADVICE (22-24 years old) – This will be verified and done at the Civil Registrar.
